Propositon 420
Plan of Action
During the development of Proposition 420, I challenged as many individuals as I could place this in front of to tell me just where it is that I fial in my thinking. My primary problem has been finding individuals to place this idea in front of. Aside from social inernet sites and a limited circle of acquaintances, my sphere of influence is rather small. The overwhelming majority of the individuals who have encountered this idea as it was being developed offered naught but compliments and encouragement in preparing it in the form it is now presented in. Very few individuals offered policy suggestions and I only encountered one individual who, though he philosophically agreed that Hemp/Cannabis should be legal, argued strongly that it would be immoral to place any type of tax at all upon Hemp/Cannabis. As you can see, I left the concept of a "Hemp Tax" fully in effect, determining that such a concession would have a profound and positive economic impact upon the Nation. Having fully established the plan in the form here presented, I now must focus on promoting this idea as broadly and as aggressively as possible. For this I need as much assistance as possible being that I am just one guy stuck in an Arizona ghost town.
There are a series of ideas which I am personally attempting to pursue insofar as promoting Proposition 420, some of which I have hopes of inspiring others to emulate and assist with. First and foremost among those ideas is to send, via e-mail, 'snail mail' and in person the complete version of this Proposition (available in pdf form on this site) to the offices of the U.S. House of Representatives and the Senators from my home state of Arizona. I have, in the latter days of April, 2008, taken an early version of this to the offices of Senator John McCain. I intend to make his office a regular stop in all of my upcoming trips to Phoenix. To each of the Representatives, I am also planning multiple trips. How I need asssitance here is for anyone so willing to both e-mail, 'snail mail' and take, in person, copies of this Proposition to their Nationally elected officials.
This same plan of action should also be taken in concerning State level elected officials, from Legislators to Governors. Ideally, the submission of Proposition 420 to Public Servants should occur as often as possible by as many individuals as possible.
Beyond politicians, there is a multitude of individuals and organizations whom I would like to introduce this plan to. To start, those organizations which specialize in the reform of Hemp/Cannabis laws such as DRCnet.org, Marijuana Policy Project, NORML and Law Enforcement Against Prohibition should be targeted by as many interested individuals as possible in order to enlist their public support. Secondly, those recently developed organizations which seek to start a dialog designed to find solutions to the current state of the Union such as Pickens Plan, Divided We Fall and One.org need to be recruited to Proposition 420 as herein is, though not the full solution to the Nation's problems, a strong step in the same direction they are travelling. Philantrophists and Captians of Industry such as T.Boone Pickens, George Soros, Warren Buffet, Bill Gates and Ted Turner need to be aproached. There are many well known Artists and Performers who have leant their support to causes aimed at bettering these United States. They need to be enlisted as spokesmen. The media personalities who haunt the 24-hour news cycle, either in print or electronic media, and the usual suspects of political social pundits who populate their shows need to be so inundated with requests for exposure to Proposition 420 that the very push to capture their attention ensures that they tune their programs to this plan.
Basically, I hope to enlist as many individuals as possible who see an opportunity of hope in this Nation and find possibilities and potentials in this plan and then encourage them to forward this proposition to as many others as they can. I am attempting to inspire a grass roots response (please, pun was not intended) to both ultimately affect legislation on a federal level. One method of doing so is to set in motion voter sponsored initiatives in each State with an eye on achieving a majoirty ratification of this idea across the Nation.
I understand that I am naive, a Dreamer who has happened to build one hell of an impressive castle in the clouds. I also understand that this Nation is at a crisis point which needs to be resolved soon if we are to continue progressing our standard of living into the future. Therefore, I am begging all of you out there who believe in the potential of this land to start sending this proposal to as many individuals and organizations as possible. Lobby your elected servants. Take this to the local political parties and insist they adopt it. If they refuse, all it takes to assume local control of a political party is to actively attend party meetinsg. This Nation belongs to all of us and there exists in the Constitution a means for the Constituton to be amended through the action of the People. Politicians, should they prove unwilling to follow the will of the People, in the end, are not needed though any politican who takes this cause and champions it, support them.
